Proposals for the Tax Code

The Tax Reform Project is a non-partisan network that solicits and evaluates proposals from experienced tax practitioners and commentators who understand issues in the tax code today, including “nuts and bolts” challenges, and can identify weaknesses and opportunities for reform.
We are undertaking this project because we believe there is substantial value in facilitating the exchange of ideas between practitioners, academics, and commentators who work with the tax code and policymakers who are interested in tax policy improvements.
Official government actors like Treasury, the tax writing committees, JCT, and CBO do go through the exercise of both thinking about tax policy and administration improvements and evaluating policy proposals with regularity. We view the Tax Reform Project as differentiated—a very natural complement and a meaningful addition to this work. Our project will offer a new lens on these issues by actively soliciting the expertise and insights of experienced “on the ground” practitioners and commentators. This should hopefully provide a forum and a vehicle for their insights to be incorporated into future policy processes, including expected legislation in 2025.
We encourage proposals that are narrow technical fixes as well as those that are broader structural reforms, proposals that are revenue raisers as well as those that are policy improvements but could end up costing revenue.
